If they were giant smokestacks further back, then they would be in the haze of the smog, like everything else in the background. There’s a similar vertical object visible in the top right corner, far back and obscured by the haze, but I think it’s a chimney just like those in the front.

Had some trouble with the perspective there for a minute guess those are chimneys, not smokestacks and she is normal person sized.
I think they are far in the background, as she looks to be working on catwalks for working. At least thats my perspective.
I still don’t understand what is happening in this picture
